First job to the people of the country is in fact applied in the job markets in Sweden, and I would say, this is an outcome of "narrow mind". If you look in the USA job markets, qualification is the first priority than the US citizens. However, I have heard rumors that Africans often face discrimination in the USA. I read one article in DN.SE some months ago that says, Sweden is the hardest country in the world (not only in EU) for foreigners in finding jobs.
In my experience, think of the following if you want to migrate to or try to find a job in Sweden:
1) Is your qualification/skill extraordinarily high (techinal including doctors) that Sweden lacks?
2) Do you speak Swedish? If not, you cannot get even a dish-washing job in Sweden. Go to Swedish job bureau's website and check, where the employers want you to speak Swedish even for dishwash jobs.

In fact, I have never seen such a requirement in any other country. I lived in the US half a year, and I know that thousands (even millions) Latinos, who don't speak even a single word in English, widely work in the farms, restaurants, factories and in the constructions.
