Confronting and solving problems is a painful process which most of us attempt to avoid. And the very avoidance results in greater pain and an ihability to grow both mentally and spiritually.

President Joseph Kabila
President of the Republic
Office of the President
Kinshasa-Ngaliema
DEMOCRATIC REPUBLIC OF CONGO

Your Excellency:

I am gravely concerned about the abuses of women that have
occurred over the last five years of violent conflict in
the eastern provinces of the Democratic Republic of Congo
(DRC). Throughout the conflict, rape and other forms of
sexual violence have been used as a weapon of war by all
parties involved. In many cases, the deliberate wounding
or killing of the victims follows these acts of sexual
violence. Many girl children forcibly serving as soldiers
on the frontlines are routinely raped and used as sexual
slaves by adult commanders.

According to Amnesty International, more than 100 cases of
rape and sexual abuse were reported within a 10-week
period in 2003, including sexual torture of women
committed in front of their husbands or other family
members. Gang rapes, sometimes performed in public, have
been used to terrorize the women and girls and to
humiliate civilian populations suspected of collaborating
with enemy forces, forcing these populations into
submission. The prevalence of HIV/AIDS among combatants
has added considerably to the trauma faced by the victims.

I appreciate the difficulties your government faces in
re-establishing order under the current circumstances.
However, you have an obligation under international
humanitarian and international criminal law to see to it
that civilians are protected and to ensure that the
soldiers and militias under your command comply with that
obligation. Those that commit human rights violations
must be held accountable for their actions. I call on you
to take immediate measures to end the violence against the
people of the Democratic Republic of Congo, and I urge you
to devote particular attention to the protection of
vulnerable groups, including women and children. Thank
you.

Sincerely,
