The dutch language isn't 100% correct dutch, or it is some old dutch.
I can translate it ( but maybe not 100% ):

" -duve- father and Andrew, soon you will receive from me an English letter. Andrew become -Boeden- for -nyn- -Boeden- thousand kisses from Elma".
