It is some kind of dialect.
Freely translated:
------------------------
I surely can, my pal, and I will do it ... Because the things I would do if you were in the same room as me ... they would be hard ... Besides it are not the only things that would be hard ... Not if I could do something to it.
------------------------
A big mouth if you ask me.

Ok, 'de ballen' is a term used in some kind of dialect and can be used for different situations.
If you say: Ik snap er de ballen van, you are saying: I don't understand a thing of it.
If de ballen is used independently, it is often used as a shoutout for 'whatever' or for 'nothing'.
But since the expression is not used so very much in my own dialect, I can't tell you with all certainty that there aren't more possibilities to translate this expression...
